I have had both good and bad experiences with giving items away. I must say that most have been good. I find that if I ask for the first person to open trade with me works better than to PM me. 90% of the time I get a thank you and even the ones that are to late for the item also say thank you for the offer.

The last half dozen brand new players I've met:
1. Do not have the bonus mission pack.
2. Have much better things to spend their money on than perfect weapon mods, such as Armor, decent skills, and Signets of Capture.
3. Don't know what "max damage" is.
4. Do not have 3 years of accumulated junk, since they've only been playing 2-3 weeks.

Experienced players, who have money, and have accumulated many different weapons, have no need for such freebies. Outgoing, mature newbies often seem very glad of any help they're given.
